I think the bolded ones are locks, 1 to 4 will go in the first hour, 6 to 9 in the second hour, no matter which order.

If Victor closes, then Kenzie will be right in the middle of the night; if Kenzie is the closer, I think Cam will open the second hour and Victor will be towards the end of the night.
