It’s not highest to lowest, but it’s 100% not random.

 

They try to call at least one from each team before they call a second from the same team. Hey may also call someone last when they aren’t to motivate their voters or call someone early to lull their voters into a false sense of security.

I remember they made Sundance and Chevel, both winners on their respective seasons, sweat it out once. (They got called last).
