    It's a substitute teacher that stays in the same classroom and teaches a class generally for a few months. Like a regular teacher they also can be responsible for lesson planning and grading, depending on the long term substitute. You'll often see a long term substitute if a teacher is out pregnant, or for some other type of situation like that. Alternatively, if a school can't find a certified teacher for a class, but can find a long term sub. 

     

    (also no, a school will never hire a sub as a long term substitute to be the primary teacher in a class if they can actually find a certified teacher, they get dinged on school audits if they don't have enough certified teachers...but there is a national teacher shortage, so...)
